At times, Bill's level of naiveté about Russian corruption defies belief. He cannot conceive of a reason for any official to bribe, cheat, or steal even with evidence of each. At the same time, he reveals a razor-sharp mind that focuses on a company's vulnerabilities and exploits them for profit.
